Quick Bio

Raymark Alberto Clement was born on June 27, 1962 in Panama City, Panama. There, Raymark was raised by his parents with deep Christian values and principles and educated at La Salle catholic school. He finished his BS in Civil Engineering at the USMA in Panama. Raymark was always politically active and had a strong sense of justice. Therefore, it is no surprise that in 1988, Raymark became a political prisoner for 3 months due to peaceful protest against the corrupt government at the time under the Noriega regimen. Due to political persecution, he came to the USA as a political refugee.

Elderly (at least 65 years of age). 2. Veterans & Veterans widows 3. Public Safety Officers & Military Personnel 4. Teachers 5. Persons with disabilities, including spouse and son(s) or daughter(s) with disabilities under 18 years old or older under the care of the property owner. 6. New Property Tax Legislation

$1,700 Still Needed

This campaign is to fund-raise 1,700 USD to print 100,000 flyers to promote the "Right Property Tax Proposal" For Constitutional Amendment by Initiative Petition Open for consulting and consideration from the voters. By Raymark Clement, Candidate for Broward County Commissioner - District 3. The following proposal is just a draft of a prospective law for Constitutional Amendment, which intends to establish a new property tax legislation to protect the interest of all Floridians and property tax payers, without discrimination by religion, political affiliation, social groups, sex, associations, economy, professional discipline or trade. Section I: In general, this proposal is establishing: • A reduction of 10% on residential property tax, • A reduction of 20% on commercial property tax, transferable to the tenants. In others words, this reduction must be reflected as a discount on the tenants rent. • Eliminate the 6% on property tax for space rent, • Time limit of 20 years to pay property tax for each property under the same owner, • Tax exemption for 6 categories, • Up to 5 times grace period in 20n years, • Establish 2 Fixed rates and the use of the actual millage or new tax rates, whatever is less • Improve the cap to increase the property tax rate • Increase in 2% the benefit the actual discounts for each early payment month and • Promotion of investments. If the owner(s) do not qualify for the tax exempt or fixed rates. (Please, see the Section II below.) These choices will be available and specified at the time of the purchase and before the closing. Any property owner pays property taxes for one or multiple properties, for a period not more than 20 years. This rule apply to taxes for one, anyone and each one of her/his properties. Special requirement: The ownership must be under the same person(s), during those 20 years to qualify for the exemption. However, that exemption will be good just for the owners that already paid the taxes during 20 years. Grace period: Any owner or person with a power of attorney on behalf of the owners, can request a grace period, up to 5 times, 1 time for each fiscal year. Comments: Keep in mind, that each time an owner obtains a grace period, it delays the time to qualify and request for the exemption. Section II: Specific Property Tax Conditions: This proposal establish Tax Exemption for the following groups: 1. Elderly (at least 65 years of age). This applies with or without retirement 2. Veterans & Veterans widows 3. Public Safety Officers & Military Personnel 4. Teachers 5. Persons with disabilities, including parents, spouse and son(s) or daughter(s) with disabilities under 18 years old or older under the care of the property owner. 6. Low income individuals or families with a gross annual income less or equal than $30,000.00 USD. Fixed Rate: This proposal establishes 2 main fixed rates, as follows: 1. Plain rate of $800.00 USD/year, for individuals or families with a gross annual income between $30,000.01 USD and $60,000.00 USD; and 2. Plain rate of $1,200.00 USD/year, for individuals or families with gross annual income between $60,000.01 USD and $100,000.00 USD. Section III: Mandatory Rule: For all the properties with a market value less than $300,000.00 USD and that the owner(s) are not tax exempt neither fixed rate, apply the millage for that area or a 1% tax rate, whatever is less,. In others words, the option to choose the lowest value between the actual millage or 1% tax rate, apply just for owners who have a gross annual income greater or equal than $100,000.01 USD and properties with a market value under $300,000.00 USD. For the properties with a market value over $300,000.00 USD, and that the owner(s) are not tax exempt neither fixed rate, and that the owner(s) are not tax exempt neither fixed rate, apply the millage for that area or a 1.5% tax rate, whatever is less. Under this category, this proposal establish a Property Tax Cap of $12,000 USD. Restrictions to increase the property tax rate: Under this proposal, all the counties, cities and municipalities any other entity, with the authority to impose a tax on your property in Florida, are limited to increase the Property Tax Rate, in not more than 0.5% each 5 years, for properties who owners are not tax exempt or fixed rate. This increase must be posted at the Election's Ballots for approval. This criteria is replacing the actual cap to the increase of 8/10 of 1% annually. Increase 2% the actual discounts for early payment: Actually, the law provides the following schedule of discounts, which are computed for you on your tax bill: • 4% if paid in November. Under this proposal the discount will be 6%. • 3% if paid in December. Under this proposal the discount will be 5% • 2% if paid in January. Under this proposal the discount will be 4% • 1% if paid in February. Under this proposal the discount will be 3% • If paid by mail, discounts are determined by postmark date Promotion of Investments: This proposal intends to improve the real estate market and the local economy, with the following new rules: 1. Exempt property tax for the first 5 years to all the first buyers until December 31, 2012, 2. Exempt property tax payment for the first 2 years, in all the new houses and new condominium, until December 31, 2021. 3. Reimburse of the 50% of taxes paid in the last 5 years. 4. Others. (Open to the feedback of general public). This new property tax law, discard any and all the previous and currents legislations against this new rules.
