    I appreciate the federal government wanting to help those who have been harmed or put out by natural disasters but FEMA hasn't proved that they are really worth anything. The federal government should step back and let the state governments save for their own disasters. Individuals are generous and like to know that they donated to a good cause. Let them decide who to help outside state funding.
